SUBJECT:
Potential Reportable Event Service Water Pu=p Speed Switch Control
Dear Mr. Grier:
In accordance with 10CFRy requirenants, this is to document that Mr. S. D. Ebneter of Region I was netified by telephone on December 10,
.1980, at approxicately 8:15 a.m., of a potential reportable event.
Iame of Individual Who Retorted Stephen J. Tor =a - Manager, Inspection & Material Services, who was acting for the Quality Assurance Division General Manager, made t: e call.
Activity Involved Gilbert Associates, Inc. (GAI) design of control circuitry for service water pu=p speed. switch.
Cocoonents Involved Not applicable.
Facihty Involved V. C. Su=er ::uclear Station, Unit 1, being constructed by the South Carolina Electric & Gas Cc=pany.

?.. Earker Nature of Defect The signal from the load sequencer for the service water pu=p speed switch to go to high speed on loss of off-site power was a momentary contact.
The speed switch operated, but then dropped back to low speed rhen the contact dropped out.
This deficiency was discovered and documented during routine testing.
The safety hazard which could be created, is possible inadequate service water flow.
Date Information Obtained A written report indicating this tc be potentially reportable, was received by the Quality Assurante Division on December 4, 1980, from GAI Engineering.
Corrective Action The circuitry has been redesigned to include a seal-in interlock.
We have determined that this condition do'es not exist on any.of our other design pr:jects.
No further action is planned.
If you require any further infor:ation en this matter, please contact me at (215) 775-2600, extension 2285.
Very trulyjours, h,ll l/ ~ - ' fljp,
