MEMORANDUM AND ORDER (November 25, 1980)

Pursuant to the board's November 14, 1980 memorandus and order, parties affected by emergency planning issues met on November 24 with representatives of the Commonwealth of Pennsyl-vania, FEMA, NRC staff and licensee to exchange information on

the various emergency plans relating to Three Mile ~ Island.- A report of the meeting is set out at Tr. 6587-96.

The parties attending the meeting agreed that on December 15, 1980 intervenors with emergency planning contentions shall report that they have considered their emergency planning contentions in light of the information produced at the meeting and potential areas for consolidation identified by the staff and licensee; that, p50

_2 where appropriate in the judgment of the intervenors, they shall consolidate, limit or withdraw emergency planning contentions.

The parties also agreed that on December 15 the intervenors shall respond to the proposals made at the meeting for the grouping of contentions using the staff's recommendation that the sixteen categories of NUREG-0654 (Rev. 1) be used as a reference.

These agreements are adopted as the board's order.

The parties attending the meeting also agreed to meet again for further emergency planning discussions at 1:00 p.m. on Decem-ber 19, 1980 at the NRC Hearing Room in Harrisburg.

This, too, becomes the board's order.

All parties affected by emergency planning issues are directed to attend.
