Docket No. 99900404/80-03 i

Westinghouse Electric Corporation AI~N:

Dr. W. M. Jacobi, General Manager Nuclear Technology Division

?. O. Box 355 Pic sburgh, PA 51230 Gentlemen:

This reiers to a special inspection which was conducted by the Region IV NRC Office of Inspection and Enforcement at your offices on August 12-15, 1980, as a followup to the neecing held in II:EQ on July 16, 1980. Ihe purpose of the inspection was to verify the accuracy of the sentistical infor: nation related to 10 CFR ? art 21 evaluation which you reported in your submittal dated July 24, 1980 (NS-IMA-2881), and to inquire further into your handling of 10 CFR ? art 21 natters. The inspection results are contained in our attached report.

In your letter of July 24, 1980, you state: "The tables show the distribution of he elapsed time from first documented recognition by a Westinghouse c:sployee of a need to evaluate to completion of evaluations." Our inspector found that the statuent is not accurace, that in most cases, the elapsed times reflect, only the time from first notification to the Safety Review Committee (SRC),

to completion of the evaluation by the SRC. In view of *his finding, please amend your previous report (NS-TMA-2881) to reflect the correct elapsed time periods.

The inspector also noted that certain potential 1* ems which fall into the tracking system provided by your 10 CFR ? art 21 procedure are possibly being closed and determined to be non-reportable by one person with the only docu-nentation provided being a note slip to file. h =ples of such items are as i

i follows:

?! 77-4, Spray Additive Tank, Sodium Eydroxide Concantration Design Error PI 77-0, Hot Channel Factor Error-Ienon Effect

?I-77-9, Safety Infection Boron Concentration Maldistribution..

We will nahe your procedures and practices during a future inspection to verify that these t7pe items are being evaluated and dispositioned properly.
