NRC-01-81-006 ARTICLE I - STATEMENT OF WORK The Contractor shall participate in a Commission briefing on November 21, 1980 in Washingten D.C. to discuss radiation health effects and radiation research.
The briefing will commence at 2:00 p.m. in Room 1130 of the Matomic Building (1717 H Street, N.W., Washington D.C. )
The briefing is to provide the Commission with information on the current state of knowledge regarding radiation bioeffects and the relative merits of future emidemiological, animal, theoretical and experimental studies.
The Contractor shall carry out the following tasks:
1.
Prepare and deliver an oral presentation which addresses any of the following topics:
The consistence and differences among the results of animal experiments, a.
human epideniological studies and theoretical models of radiation bioeffects.
b.
The degree that existing human population data can be extrapolated to estimate the risk from low-level irradiation to occupationally-exposed workers and to members of the general public.
The appropriateness of and supporting evidence for various dose-response c.
models for extrapolating the results of intermediate and high dose-rate situations to low-levels and low dose rates.
d.
The relative merits of future research in the areas of: large scale epidemiologic studies, large scale animal studies and physical and animal experiments on radiation injury and repair mechanisms.
2.
Provide comments and discussion on the questions and issues raised during the briefing.
3.
No report in writing will be required from the Contractor. The verbatim transcript of the proceedings shall constitute the final report of each participant.
ARTICLE II - PERIOD OF PERFORMANCE The period of performance shall commence on the effective date of the contract and all effort shall be completed by November 21, 1980.
ARTICLE III - CONSIDERATION In full consideration of the Contractor's performance hereunder, the NRC shall pay the Contractor the fixed rate of $192.00 per day for no more than two days.

NRC-01-81 -0G ARTICLE IV - OBLIGATIONS The amount oresently obligated by the NRC with respect to this contract is Three hundred and eighty-four ($384.00) dollars.
ARTICLE V - PAYMENT Payment shall be made in accordance with Clause 2 of the General Provisions entitled " Payment" as soon as practicable af ter completion and acceptance of all of the work, upon submission by the Contractor of voucher (s) in a form satisfactory to the Contracting Officer, provided, however, that said payment (s) shall not be ceemed to prejudice any rights which the Government may have by law or under other provisions of this contract.
ARTICLE VI - SPECIAL PROVISIONS VI PROJECT OFFICER Perfomance of the work hereunder shall be subject to the techrical instructions issued by the U.S. Nuclear Regulatory Commission. The technical instructions shall be signed by the project Officer.
The Project Officer is responsitile for:
1.
monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirement; 2
interpreting the statement of work; 3.
perfoming technical evaluation as required; 4.
perfoming the technical inspections and acceptances required by this contract; and 5.
assisting the contractor in the resolution of technical problems encountered during performance.

to approve payment vouchers for supplies / services required under the i
contract. The Contracting Officer is responsible for directing or egotiating any changes in terms, conditions, or amounts cited in the contract.
For guidance from the Project Officer to the Contractor to be valid,
it must:
1.
be consistent with the description of work set forth in this contract; 2.
not constitute new assignment of work or change of the expressed terms, conditions, or specifications incorporated into this contract; 3.
not ocnstitute a basis for an extension to the period of performance or contract delivery schedule; and 4.
not constitute a basis for any increase in the contract price.

.o NRC-01-81-00 6' Page 4 of 4 If the Contractor receives guidance from the Project Officer which the Contractor feels is not valid under the criteria cited above, the Contractor shall immediately notify the Project Officer.
If the Project Officer and the contractor are not able to resolve the questions within five days, the Contractor ah311 notify the Contracting Officer.
VI-2 INSPECTION AND ACCEPTANCE Acceptance of the services and reports to be delivered herein will be made by the Project Officer.
VI-3 DISSEMINATION OF CONTRACT INFORMATION i
The Contractor shall not publish, permit to bepublished or distribute for public consumption, any information, oral or written, concerning the results or conclusions made pursuant to the performance of this contract without the prior written consent of the Contracting Officer.

ARTICLE VII - GENERAL PROVISIONS This contract is subject to the Fixed Price Research and Development Contracts under $10,000.00 general provisions dated November 14, 1988, which incorporated FPR Changes and Additions and NRC Additions, attached hereto and made a th:
