Dear Mr. O'Reilly:
The evaluation of the Piping " Burn-Thru", as identified by Daniel Construction Company (NCN-2830) has determined that it is not a reportable item as defined by 10CFR50.55(e).
This condition has been evaluated by Gilbert Associates, Inc. (GAI) and it is concluded that this condition, although undesirable from a workmanship standpoint, would not have significantly affected the load carrying capability of the pipe, nor would it have reduced its performance in the intended service. There was sufficient design margin for the condi-tion evaluated, so as to preclude catastropic failure from primary loadings (i.e. Internal Pressure, Seismic and Dead Weight).
It should be reinterated (reference letter) that this pipe section has been replaced, and this letter is considered a final report on the matter.
