l Bulletin No.79-03A, received April 7,1980, hcs been reviewed by Houston Lighting & Power Company.

As requested by the Bulletin, the South Texas Project design has been examined to determine those areas where the pressure-related design stresses exceed 85 percent of the ASME Code allowable stresses for SA-312 or A-312, Type 300 Series fusion welded pipe.

Note that, as stipulated in a discussion with NRC Region IV on August 5,1980, the evaluation was limited to those piping design stresses which are associated with pressure.

The review determined that some pieces of equipment are affected under the terms of this Bulletin.

The items are:

1) Cation Bed Demineralizers (Unit 2 only) l
2) Mixed Bed Demineralizers (Unit 2 only) l
3) Thermal Regeneration Demineralizers I

(Unit 2 only) 1

4) Recycle Evaporator Feed Demineralizers (Unit 2 only)
5) Recycle Evaporator Condensate Demineralizers (Units 1 and 2) 80 l

Unit 1 is not included in items 1 through 4 because the material and fabri-cation technique are different from those covered by the Bulletin.

The affected equipment was manufactured by Westinghouse and is part of the Chemical and Volume Control System (CVCS).

The only components that are affected by this Bulletin are the cylindrical portions of the demineralizer shells.

The design pressure / temperature requirements are given on the attached table.

The heads of the demineralizer shells have been attached; therefore, under the terms of item 3 of the Bulletin, the resulting lack of accessibility precludes etching of the cylinder welds to determine the degree of lack of centerline weld penetration.
