i CAUSE DESCRIPTION Change No.115 to the Technical Specifications was issued on 11/27/74.
It requires that a monthly operational check be made of the SI Initiation air pressure switches.
Plant personnel assumed that the checks need not be made until administrative procedure, AP-0220, detailing all Technical Specifi' cations required sur-veillance checks along with their implementing procedures, were revised.
AP-0220 was expeditiously revised but its approval and subsequent issuance did not occur until approximately one month had elapsed.
The check for the month of January 1975 was thus missed.
Plant supervisory personnel have been informed that license requirements become effective when issued by the NRC..and.no.t when administrative controls are issued.
