LaSalle County Statien Units 1 and 2 Hydrogen Control Assessement NRC Docket Nos. 50-373/374
Dear Mr. Youngblood:
The purpose of this letter is to advise that it is the intention of Commonwealth Edison to inert the LaSalle County Station Unit 1 and 2 primary containment structure.
This represents a commitment conditioned on the previously accepted position stated by Mr.
W. Butler of the Containment Systems Branch, that:
1)
The containment not be inerted until the completion of the startup test program on the unit in question; 2)
The Technical Specifications for BvR-5, Mark II containment units shall be identical in philosophy to the specification now approved'and in use by the Dresden and Quad Cities BWR-3 Mark I containment units; 3)
The final design description of the systems used to achieve and maintain the containment inerted would be submitted on 0; before December 1, 1980 (Note:
this system will be comparable to that presently employed on the BWR-3 Mark I containments); and 4)
The requirement to demonstrate the operability of the main containment purge valves cnd to provide debris screens in the lines associated with the purge valves will be deferred no later than the start of the second fuel cycle on LaSalle County Unit 1.
It is. judged that this commitment satisfies the requirements of the currently ongoing rulemaking on the control of hydrogen and, furthermore, is suf ficient documentation to resolve the hydrogen control questions for LaSalle County Station Unit 1 in advance of the issuance of the Unit 1 Operating License.
