50-260 50-296 On July 31, 1980, TVA submitted a request to amend operating licenses DPR-33, DPR-52, and DPR-68 for the Browns Ferry Nuclear Plant units 1, 2, and 3 to authorize TVA to store the low-level radioactive waste (LLRW) generated from the operation of Browns Ferry on site for the life of the plant. This request was submitted in accordance with 10 CFR Parts 50.59 and 50.90 (1980) and included a description of the proposed low-level radioactive waste storage facility and safety and environmental aspects of its operation and our schedule for completion of construction.

On November 7, 1980, TVA met with members of the NRC staff to discuss our July 31, 1980, license amendment request. During this meeting, the staff indicated that the Commission had not yet considered life of plant onsite

!.LRW storage from the standpoint of overall NRC policy and that such consideration could involve substantial delay in processing our application.

As we indicated in our September 16, 1980, followup letter, TVA is making every effort to ensure that uncertain availability of commercial disposal space will not adversely affect future operation of the Browns Ferry facility, and we want to avoid any unneessary delay in this effort.

This effort also, of course, would reduce the amount of waste to be transported. Accordingly, we hereby amend our July 31, 1980, application to request authorization for onsite LLRW storage at Browns Ferry for a period of five years.

However, we believe that our July 31, 1980, submittal provides adequate justification to allow NRC approval of that application, and we will hereafter appropriately seek approval for life of plant onsite LLRW storage.
