SUBJECT:

SD TASK ItilTI ATI0tl EM-014-4, " CONTROL ROOM HABITABILITY" In response to a note from S. Lynd, dated 9/17/80,tiRR has reviewed the subject task initiation request.

The original task proposal to update and merge Regulatory Guides 1.78 and 1.95 so that one guide covers all toxic gases including chlorine is appropriate and I approved of this action on 7/28/80.

This TIF revising the original EM 014-4 to include radiological guidance appears inappropriate at this time for two reasons:

1) At present, SRP 6.4 contains sufficient guidance for the staff and industry to address adequate radiological protection for the control Since SRP 6.4 was referred to in the TMI Task Action Plan, it roon.

has had opportunity for public comment, which is one of the significant purposes of issuing regulatory guides.

2) As you pointed out in the TIF, TMI Action Plan (NUREG 0660) Iten III.D.3.4 states that NRR will, in conjunction with the degraded core rule-making, exanine and evaluate other sources and pathways of radioactivity and radiation that may lead to control room habitability problems and will, if necessary, make changes in the requirements of the regulat6ry guides and the Standard Review Plan.

In light of the availability of guidance for present use and because yg examination of the control room habitability requirements for degraded cores jf will start toward the end of FY-81, I believe it more appropriate to delay

expenditures of tight resources until completion of the control room e

habitability review for degraded cores is canplete.

Therefore, I approve O

continuing with the original EM 014-4.
