Wright on June 11, 1980, in accordance with 10 CFR 50.55(e). Interim reports are submitted on July 9 and August 15, 1980. Enclosed is our final report. We consider 10 CFR 21 applicable to this deficiency.

FINAL REPORT Description of Deficiency Brist51 Steel (Mississippi Valley Steel) fa ' led to meet the requirements for fillet welds according to the American helding Society contract speci-fication on structural steel frar._ng for the control building.
Safety Implications Failure of the structural steel floor framing could. lead to failure of the structuml integrity of the control building. Failure of the control buildir.h could adversely affect the safe operation of the plant.
Corrective Action TVA and vendor representatives have met, and rework of the fillet welds has been performed by vendor representatives at the Yellow Creek site. -Rework items now comply with contract specification requirements. TVA is in the process of performing an audit of Bristol Steel's QA program. This audit should be complete by December 1, 1980. Also, TVA will perform source inspections and closer sprveillance of work in the vendor's shop.
