Dear Sir:

This letter is in response to your inspection report 50-146/79-01.

Attached are copies of the annual facility status report covering the calendar year 1979, and Personnel Monitoring Report covering calendar years 1979 and 1980.

On September 20, 1979, your inspection of the Saxton Nuclear Experimental Corporation site identified an area of contaminated soil shown on Figure 1 of attached status report, which was outside the SNEC perimeter fence but en Penn-sylvania Electric Company property. On September 21, twenty-three (23) drums of contaminated soil were removed from the area. The results of the decontami-nation effort are shown on Figures 2, 3, 4 and 5.

Cn October 14, 1979, another survey was made of the area, and on December 27. 1979, one additional drum of contaminated soil was removed from the area t reduce the radiation levels to lest than 0.1 MR/hr. at contact.

On October 14, 1979, a survey was also made of the area shown on Figure 6; four small areas of soil contamination were identified.

On December 27, 1979, three (3) drums of contaminated soil were removed to reduce the radia-tion levels to less than 0.1 MR/hr. at contact.

It is our belief that the soil contamination is the result of decommis-sioning activities conducted at the SNEC site in 1972 and 1973. The contami-nated areas were not previously identified because no surveys or inadequate surveys were made of the areas outside the SNEC site following ccepletion of deconmissioning activigies in 1973. The next survey of these areas will be conducted on September 30, and October 1, 1980. We will also survey the unpaved area south of the Control and Auxiliary Equipment Building.
