Dear Mr. Keppler:

Reference (a) transmitted IE Bulletin 80-15 which requested certain actions and information concerning the Emergency Notification System (ENS) power supplids at Dresden, Quad Cities, and Zion Stations.

Our responses to the items in the bulletin, as required by Item b,.are provided in Attachments 1, 2, and 3 for Dresden, Quad Cities, and Zion, respectively.

Please address any questions concerning this matter to this office.

Response to IE Bulletin 80-15 Dresden Station Units 1, 2, and 3 Item 1.

Illinois Bell (IBT) was contacted to verify whether the Fmergency Notification System (ENS) phone was powcred by a " station package" located in IBT's Morris, Illinois office, as indicated by the Bulletin.

IBT insisted that no representative was needed for on-site verification, that their records were accurate anddthe ENS system was powered by their Morris office.

Items 2 Per Item 3 of the Bulletin, a test was conducted on 3, and 4 August 15 simulating a loss of off-site power to the PBX room where the telephone equipment is located.

In conducting this test, we discovered the ENS system was inoperable, indicating that it was powered by on-aite power, not the local telephone company as was indicated in Item 1.

The NRC Op3 rations Center was notified,as I

required by Item'4 of the Bulletin.

Per Item 2 of the Bullet.n, the NRC requires emergency power to be installed where the ENS phones are affected by a loss of off-site power.

We are currently inves-tigating how to satisfy this requirement with IBT.

We will procend to make changes in a timely manner, con-tingent on equipment delivery.

Item 5 Operating order 26-80 and EPIP 500-7 were changed, re-quiring notification of the NRC Operations Center within one hour of the discovery of any inoperable extension of the ENS system.

'ATTACHMEIPT 2 Response to IE Bulletin 80-15 Quad Cities Station Units 1 and 2 Item 1.

On June 27, 1980, 1t was verified by direct inspection that the ENT,at Quad Cities Station was powered in the-manner as given by Enclosure 1 of the Bulletin (powered by local telephone company).

Item 2.

Not dpplicable.

Item 3 Per the resident NRC Inspector at Quad Cities Station, the test is not required to be performed if the ENS is pe~ared by the local telephone company.,

Item 4.

Not applicable.

Item 5.

A revision has been initiated to procedure QAP 1290-1 (Reporting Requirements), which provides the commercial phone number to the NRC Operations Center.

A require-aent is given to notify the NRC Operations Center by commercial telephone or relayed messagp within ona hour of the time that one or more extensions of the ENS at Quad Cities is found to be inoperable.

' ATTACHMENT 3 Response to IE Bulletin 80-15_

Zion Station Units 1 and 2 Item 1.

Illinois Bell Telephone, as well as by direct inspection, has confirmed that o'ur Emergency Notification System (ENS) is using On-Site p'ower.

Item 2.

Zion Station has the ENS powered from a non-essential Me have initiated a modification associated with bus.

t;ie installation of a permanent Technical Support Center that will resolve this problem.

The ENS phone will be powered off lighting cabinet No. 57, breaker Q. 'This lighting cabinet is fed off of MCC 13814 breaker B-4, which in turn is fed from essential bus 138.

Item 3 Zion Sta' tion has conducted a test on the ENS phone and determined ~

event of a loss of offsite power the ce used.

An additional test will be ENS phont

.....~u conducted upon completion of the above described mod-ification in conjunction with the next scheduled diesel generator loading test.

Item 4.

After discussion with Illinois Bell Telephone, Zion was led to believe we had back-up power.

After further in-vestigation and testing, we realized this was not the Notification to the NRC Operations Center via the case.

ENS was completed on August 25, 1980.

Item 5 Zion's Emergency Plan Implementing Procedures will include the required procedure for notification to the NRC operations center.

This procedure change will be implemented within 30 days.
