Dear Mr. Pollard:

This l'etter is sent to acknowledge receipt of a petition dated July 21, 1980 on behalf of the Union of Concerned Scientists (UCS) requesting a halt to construction of the Gulf States Utilities' River Bend Units 1 and 2 based on allegations by an' individual of questionable practices relative to plant construction.

Your petition is being treated under 10 CFR 2.206 of the Commission's regulations, and appropriate action will be taken on your petition within a reasonable time.

The NRC Staff, specifically the Office of Inspection and Enforcement, is investigating the allegations contained in your petition.

These activities will include efforts to gain any additional relevant informa-tion from the source of the allegations, who we understand currently wishes to remain anonymous. We will contact you shortly to see what arrangements can be made to gain this additional information without compromising the anonymity of your source.

Additionally, I have considered your request for immediate action in halting the construction activities at the River Bend Units 1 and 2.

I have determined that suspension of construction is not warranted at this time as this project is in its very early stages of construction.

Consequently, the allegations questioning the adequacy of certain construction practices do not pres 2ntly bear on public health and safety as operation of the facility is yet some years away.

I enclose for your information a copy of the notice that is being filed for publication with the Office of the Federal Register.
