November 15, 2019 Mr. Sean Oehlbert Policy Director Office of Nonproliferation and Arms Control National Nuclear Security Administration U.S. Department of Energy 1000 Independence Avenue, S.W.

Washington, D.C. 20585

Dear Mr. Oehlbert:

Enclosed is an application, dated November 4, 2019, received by the U.S. Nuclear Regulatory Commission (NRC), from Metal & Mineral Processing, Inc., requesting an amendment to export license XSOU8764/05.

The purpose of the amendment is to remove an address and add ten new addresses to the list of Ultimate Foreign Consignees all located in Canada.

There are no changes to the terms and conditions of the existing license being requested.

Therefore, our office is processing this as a minor amendment, and if no comments are received from the public within the 30-day comment period, and it is determined that applicable legal requirements are satisfied, the NRC will issue the license.

Sincerely, 11/19/2019 X Peter J. Habighorst Peter J. Habighorst Chief Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs
