A. Lochstet to IIRC Sta ff Kotice of Issuance of Kodification of order and IIotion to Conform Pronosed Technical Specifications in Accordance Therewith On 12 August 19PO, the IIRC staff moved to con form the Proroced Techn.ical Specifications, which are the subject of this necceeding, with the I:odification of Order issued on 11 August 1980 by the Decuty Director of the IIRC Office of L'uclear Reactor Regulation.
This Modification of Order is concerned with two b, lance-of-plant (BOP) diesel generators, an external 13.2 kv transmission line and the existing 230 kv
!; rid.
As a result of reading the Fodification of Order and explanation by the I:RC Sta ff,I understand that:
1.
The 230kv grid is currently the normal source of offsi te no:rer to TI:I.
2 The same combustion turbines are to be used as before the I'odification o f Order.
3 In the event of a grid blackout, po'.or 'rould be sunplied to TI'I via an isolated section of the 8009160

230 ky grid betueen the combustion turbines and TIII, rather than the special 13.2 kv line.

The 13.2 kv line is physically nounted on the name towers ase are used for thax23272cxx one of t.he 230 kv lines.

There are two 230 kv lines to TI!I located in the same corridor.
Since the 13.2 kv line is located on the same towere as one of the two 230 kv lines, they have many failure modes in common.
It is therefore likely that their reliability is similar when failures due to external causes are considered. It is therefore felt that this action has little,if any, adverse effect on public health and safety.
Since the Modification of Order states at par,e 4, that the onsite diedels, which could, if necessary, urovide an adcouate source of nower, will continue to be available, there is no need for the two BOP diesel generators.
Therefore,.hcre is no objection to the IRC Staff Motion to Conform the Proposed Technical Specifications with the Modification of Order.
