Dear Sir:
Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled,." Application for Amendment to Operating License", together with forty (40) copies of Actachment I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.
This application seeks to amend Appendix A of the operating License.
This proposed change is requested in order to make 4.6.D and 3.6.D.2 on pages 141 and 142 consistent with the Bases on page 151 of the Technical Specifications.
The proposed i
change is also needed to clarify that the intent is to provide monitoring of Reactor Coolant leakage and the redundant monitoring is provided by the containment continuous monitoring systems.
It should be pointed out that failure of a single pump in either the floor or equipment sump subsystems does not result in failure

of monitoring of Reactor Coolant leakage.
The requested changes clarify that it is the equipmenc drain cump monitoring or the floor _ drain semp monitoring subsystems which must be operable, not both redundar t components of the subsystems, as stated in the current Technical Specifications.
The proposed changes are shown in Attachment.I and the results of the Safety Evaluation are given in Attachmenc II.
The Authority has classified this application for amendment to the operating license as Class III.
