Dear Dr. Wang:

The Comission has issued the enclosed Amendment No. 5 to Facility Operating License No. R-106 for the Oregon Stata University TRIGA Reactor (OSTR) in response to your request dated February 26, 1981.

This amendment changes the organizational stnacture as outlined in Section 6.0 of your Technical Specifications to reflect the current administrative orgarization for your facility.

Based on the fact that this anendment applies to administrative changes which do not airect the daily operation of the reactor or the reactor safety system, we have concluded that:

(1) the amendment does not involve a significant increase in the i

probability or consequence of accidents previously considered, does not involve a significant cecrease in a safety margin, and, l

therefore, does not involve a significant hazards consideration; (2) there is reasonable assurance that the health and safety of the public will not be endangered by this action; and (3) such activities will be conducted in cogliance with the Comission's regulations and the issuance of this amendment will not be inimical to the comon defense and security or i

to the health and safety of the public.

We have determined th'.. this amendment will not result in any significant environmental igact and that it does not constitute a major Comission action significantly affecting the quality of the human environment. We i

have also determined that this action is not one of those covered by 10 CFR 51.5(a) or (b). Having made these determinations, we have further u.
