Dear Ms. Rutherford:

This is in regard to your letter dated December 12, 1980, in which you requested, pursuant to the Freedom of Information Act, a copy of the winning technical proposal under Request for proposal RS-NMS-81-032.

As agreed between you and Linda Robinson during a telephone conversation on December 29, 1980, we have been holding your request pending award of the contract. However, inasmuch as you were informed during a telephone conversation on February 23, 1981, that the staff has suspended effort with regard to award of a contract, you withdrew your request.

This confirms that we are closing our file on your request as of this date.
