Dear Sir:

License Change Application 15 was submitted on December 10, 1976 and subsequently revised on July 21, 1977 to upgrade the Survailler.:.e requirements for the Containment tendons in response to Revision 2 to Regulatory Guide 1.35.

LCA 15 has been in a " Hold " status pending the issuance of Revision 3 to Regulatory Guide 1.35 which we understand may not occur for another 12 to 18 months. Therefore, based on the favorable results obtained from the current Contcinment tendon surveillance pro-gram, we have decided to withdraw License Change Application 15 to Facility Operating License NPF-1.

Since the differences between the program proposed under LCA 15 and the program under the existing Tech-nical Specification 4.6.1.6.1 are small for the situation where tendon degradation has not appeared during the first three surveillance tests, continued efforts to gain approval of this LCA are not warranted at this time. However, in the event that it becomes desirable to resubmit LCA 15 in the future or if other licensing action on this matter is required (e.g., as a result of Revision 3 to Regulatory Cuide 1.35), we expect to do so without incurring an amendment fee in accordance with 10 CFR 170.22.
