Request for Modification of Condition No. 5,

NRC letter dated 12/3/80; Super Tiger Shipping Container, Certificate of Compliance No. 6400 The Westinghouse Electric Corporation hereby requests that the NRC modify Condition 5 of NRC letter dated December 3, 1980 which authorized Westinghouse to transport large equipment waste in a Super Tiger Shipping Package.
The condition should be rewritten to read as follows:

Equipment waste surfaces shall be decontaminated to a smearable level of no more than 150,000 dpm/100 cm2 prior to fixation or until successive decontamination cleaning operations do not reduce the smearable contamination levels by more than ten percent.
After fixation, equip-ment waste surfaces shall have a smearable level of 2
contamiaat Lcn of no greater than 10,000 dpm/100 cm. Outer surfaces shall have a smearable level of contamination of no greater than 20 dpm/100 cm2 Prior to fixing of con-tamination, large equipment wasta shall be inspected to insure that: (a) all sharp or protruding objects have been removed or blunted, and (b) pipe caps, gasketed blind flanges, covers, etc., have been installed wherever possible.
Following such inspection, the inner surfaces shall be fixed with " strip" or " clear" coating. The inner surface (s) may alternatively be fixed with e polurethane foam.
Specific exemption is given for seven(7) glove boxes, Westinghouse I.D. Nos.
2, 3,
4, 7,
8, 9 and 11 which were decontaminated and fixed prior to the December 3, 19 80 date of this approval and which do not meet the above criteria.
