Areas Inspected:

Routine announced inspection by a regional based inspector

of the licensee's activities performed in response to IE Bulletin 7901B,

" Environmental Oualification of Class IE equipment." The inspection involved

30 inspector-hours onsite and at SMUD Headquarters by one NRC inspectnr.

Results: No items of noncompliance or deviations were identified as a result

of the inspection.

Review of components

listed on " Master List".

During a review of the containment isolation system in April 1980,

several discrepancies were noted between the master list prepared

for tne 45 day submittal to IEB-7901B (March 3,1980) and

installed equipment, particularly with solenoid pilot valves and

limit switches.

These items appear to be correctly listed on

the licensee's October 31, 1930 response.

Review of Licensee's Response to IE Bulletin 79-01B

a.

Background

IE Bulletin 79-01B was issued to obtain additional information

needed to resolve safety concerns related to current qualification

criteria for Class IE electrical equipment installed in potentially

harsh environments.

The licensee's responses to the bulletin are detailed in licensee

letters dated July 9, 1979,flarch 3, May 5 and October 31, 1980.

The October 31, 1980 response was considered to be the final

response and included all safety related equipment required to

mitigate an accident and bring the plant to a safe cold

shutdown condition.

IE Inspection Actions

The objective of the inspect an was to review the licensee's

October 31, 1980 subnittal and verify that the licensee had

adequately evaluated environmental qualification of safety

related electrical equipment.

The inspector considered the

criteria presented in Division of Operating Reactors'

" Guidelines for Evaluating Environmental Oualification of

Class IE Electrical Equipment in Operating Reactors" in the

conduct of this review.

Pursuant to these examinations a Technical Evaluation Report

was submitted to IE Headquarter on December 15, 1980.

Findings

The Technical Evaluation Report (TER) identifies Class IE

electrical equipment, subject to harsh environments, whose

qualification is unresolved, not qualified or cualified with

restrictions.

The TER provides a clear statement of the

problem, the licensee's plans to resolve the problem and the

licensee's basis for continued operations.

The licensee committed to provide an updated submittal

detailing the problem areas and the results of their evaluation

per bulletin requirements by January,1981.

The licensee has committed to provide a submittal by

February 1,1981, detailing environmental qualification of

electrical equipment installed pursuant to the TMI action

plan.

Exit Interview

At the conclusion of the inspection, the inspector met with

licensee representatives (denoted in paragraph 1). The scope and

findings of the inspection, as noted in this report and the Technical

Evaluation Report (TER) on environmental qualification of safety-

related electrical equipment to harsh environments, were discussed.
