Organization The final responsibility for the Quality Assurance (QA)
Program for Part 71 Requirements rests with Construction Engineering Consultants.
Design and Fabricatica shall not be conducted under this QA Program.
The 07 Program is implemented as shown on the attached orgrr-i::ation chart.
The Radiation Safety Officer is responsible for overall administration of the program, training and certification, document control, and auditing.
The Radiographers are responsible for handling, storing, shipping, inspection, test and operating status and report keeping.
2.
Quality Assurance Program The management of Construction Engineering Consultants establishes and implements this QA Program.
- Training, prior to engagement, for all QA functions is required according to written procedures.
QA Program revisions will be made according to written procedures with manage-ment approval.
The M Program will ensure that all de-fined QA procedures engineering procedures, and specific provisions of the pac < age design approval are satisfied.
The QA Program will emphasize control of the characteris-tics of the package which are critical to safety.

2 The Radiation Safety Officer shall assure that all radio-active material shipping packages are designed and manu-factured under a QA Program approved by Nuclear Regulatory Commission for all packages designed or fabricated after July 1, 1978.
This requirement can be satisfied by re-ceiving a certification to this effect from the manufacturer.

Document Control All documents related to a specific shipping package will be controlled through the use of written procedures.
All document changes will be performed according to written procedures approved by management.
The Radiation Safety Officer shall insure that all QA functions are conducted in accordance with the latest applicable changes to these documents.
4.
Handling, Storage, and Shipping Written safety procedures concerning the handling, storage, and shipping of packages for certain special form radio-active material will be followef.
Shipments will not be made unless all tests, certificstions, acceptances, and final inspections have been completed.
Work instructions will be pros'ded for handling, storage, and shipping operations.
Radiography personnel shr.ll perform the critical handling, storage, and shipping operations.

Inspection, Test and Operating Status Inspectioc, test and operat4.ng status of packages for certain special form radioactive material will be indicated and controlled by written procedures.
Status will be indicated by tag, label, marking or log entry.
Status of nonconforming parts or packages will be positively main-tained by written procedures.
Radiography personnel shall perform the regult. tory re-quired inspections and. tests in accordance with written procedures.
The Eadiation Safety Officer shall ensure that these functio'a are performed.

Quality Assurance Reccrds Records of package approvals (including references and drawings), procurement, inspections, tests, operating legs, audit results, personnel training and qualifications and

records of shipments will be maintained.
Descriptions of equipment and written procedures will also be main-tained.
These records will be maintained in accordance with written procedures.
The records will be identifiable and retrievable.
A list of these records, with their storage locations, will be maintained by the Radiation Safety Officer.
7.
Audits Established schedules of audits of the QA Program will be performed using written check lists.
Results of audits will be maintained and reported to management.
Audit reports will be evaluatec. and deficient areas corrected.
The audits will be depent 2nt on the safety significance of the activity being auc'.ted, but each activity will be audited at least once per year.
Audit reports will be maintained as part of the quality assurance records.
Members of the audit team shall have no responsibility in the activity being audited.

DESCRIPTION OF RESPONSIBILITY 1.
President.
Overall responsibility for the Company's Radiation Safety program is vested with the President of Construction Engineering Consultants.
He shall have dirg'gt supervisory responsibility for the organization

- J and opera-tion of. CEC Safety Program.
He may serve as Liaison Officer with the NRC and other agencies on matters related to the licensing and use of Radiographic equipment.
2.
Radiation Safety Officer (RSO)
The President has deligated responsibility for the overall control of radiological operations, and authority for the fulfillment of this responsibility, to the Radiation Safety Officer (RSO).
The RSO is held accountable to the President for (a) maintenance of Office records, (b) overall training of employees, (c) certification of personnel after a review of the training and qualifications, (d) inspection of Field Office operation, (e) procurement of new radiographic de-vices, (f) preparation of license renewals and amendments, (g) assistance to the Radiation Safety Supervisor in any emergencies or situation that may arise, (h) maintaining
]j overall personnel monitoring and survey instrument services, j
(i) preparation of any necessary reports for the NRC or other applicable agencies, and (j) enforcements of this manual's directives and regulations of Federal, State, and i
i local agencies as related to the Company's radiographic operations.
He may serve as the Liaison Officer with the NRC and other agencies.
3.
Radiation Safety Supervisor Will be appointed by the RSO and is accountable to the RSO for the following responsibilities:
(a) training of Person-nel, (b) maintaining and submitting necessary records to the RSO, (c) maintenance of radiographic equipment and facilities for storage and Site office use, (d) supervision of radiation source procurement, replacement and tagging, (e) control of radiation emergencies and notification of such occurrences to the RSO, (f) reporting any violations of manual directives and regulations of applicable agencies to the RSO, (g) performing sealed source leak test.
He is to aid the RSO in the performance of his duties as described in No. 2 above.
During periods when the RSO is absent from his areas, the RSS will assume direct accountability to the
