Dear Members of the Board:

Pursuant to the directions of the Licensing Board at the Special Prehearing Conference in the captioned proceeding on January 29, 1981, the Staff has met with representat1ves of Petitioner, Prairie Alliance.

The first meeting occurred on the afternoon of January 29, 1931, between Staff counsel and Petitioner's representatives. This meeting focused solely on the drafting requirements of admissible contentions.

Subsequently, on February 25,1931, a day-long meeting was held at the University of Illinois College of Law, Champaign, Illinois.

Present were Staff counsel, the Staff Project Manager for the Clinton operating licenses, representatives of Petitioner, and two Assistant Attorneys General of the State of Illinois. Counsel for Applicant did not attend this meeting.

In addition to legal requirements for contentions, the majority N the time spent was in discussion of the substantive nature of Petitioner's proposed contentions.

At the close of this meeting, Petitioners indicated an intention to file their final supplement of proposed contentions not later than March 31, 1981.

This information is furnished at the direction of the Licensing Board.
