NOTICE OF VIOLATIOV t
University of Illinois Docket No. 50-151 As a result of the inspection conducted on December 4, 1980, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violations were identified:
A.
Technical Specifications, 3.4 and 3.5 states: The reactor shall not be operated unless the two Fuel Element Temperature instruments and safety system scram channels are operable and the information is displayed in the control room.
Contrary to the above, both fuel temperature instruments and thus the safety system scram capability associated with them were removed from service for a period of approximately twenty minutes when power to the fuel temperature measuring channels was inadvertently turned off.
This is a Severity Level IV violation (Supplement 1.D.1.).
B.
Technical Specification 6.7.b.3 states: A report within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> by telephone and telegraph of any abnormal occurrence as defined in Section 1.14 Contrary to the above, the abnormal occurrence was not reported for a period of about 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br />.
This is a Severity Level VI violation (Supplement I).
This notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
