Dear Mr. Weil:

Pursuant to the Freedom of Information Act, 5 U.S.C. 552 I hereby request a copy of the letter to your commission from James W. Cook, Consumers Power Company vice president for projects engineering and con-struction, dated on or about February 2,1981 accompanying payment of a $38,000 fine.

If this request 's denied either in whole or in part, please inform me as to your agency's appeal procedure. If any expenses is excess of $25 are incurred in connection with this request, please inform me of all such charges prior to their being incurred for my approval. If you do not grant my request within 30 working days, I will deem my request denied.
