ORDER February 25, 1981 Oral argument on the appeals of the Duke Power Company and the NRC staff from the October 31, 1980 initial decision of the Licensing Board will be heard at 9:30 a.m. on Wednesday, April 22, 1981 in the NRC Public Hearing Room, Fifth Floor, East-West Towers Building, 4350 East-West Highway, Bethesda, Maryland.
A total of 90 minutes is allocated to each side for the presentation of its argument, to be divided equally between the parties on that side unless some other division of time is agreed upon by them in ad-vance.
The appellants may reserve a portion of their time for rebuttal.

. In allowing three hours for the argument, the Board has taken into account the number of issues presented by the appeals and the apparent novelty of at least some of them.
No party should, how-feel constrained to utilize the full period which has been
- ever, allotted to it.
In this connection, the members of the Board will be generally familiar with the content of the initial decision, as well as with the appellate positions of the respective parties as developed in their briefs.
The parties therefore need not and should not indulge in lengthy background statements.
Each party is to notify the Secretary to this Board, by let-ter mailed no later than April 13, of the name of the person who will present argument on 'its behalf.
