APPLICANT'S ANS~4ERS TO INTERVENOR'S INTERROGATORIES FOR APPLICANT Pursuant to agreement, South Carolina Electric & Gas Company and South Carolina Public Service Authority (Applicant) submit their Answers to the " Interrogatories" posed by Intervenor, Brett A. Bursey. The answers below are numbered the same as the Intervenor's questions except that Applicant has subnumbered Intervenor's multipart questions where

la. A list of up-to-date county and State governmental agencies participating in the emergency planning for the V. C. Summer Nuclear Station is contained in Section 2.5.2 of the V. C. Summer Nuclear Station

Radiation Emergency Plan (Summer Station Emergency Plan).

lb. Personnel responsible for implementing the Emergency Plan and their organication and respective responsi-bilities are discussed in Section 5.0 of the Summer Station Emergencv. Plan. .

2. Training end education prcgrams for the participating agencies listed in Section 2.5.2 of tne Summer Stat _an Emergency Plan are discussed in Section 5.0 of thac Plan.
3. Applicant's management responsibilities during an off-site or on-site emergency are discussed in Section 5.0 of the Summer Station Emergency Plan.

) 4b. Communications with these agencies during an off-site s, / emergency will be made as promptly as reasonably possible. In accordance with current applicable guidelines, those communications will occur within fifteen minutes from the determination of an off-site emergency as specified in the Su=mer Station Emergency Plan.

5. Copins of letters of agreement with the participating governmental agencios are found in Appendix C of the Summer Station 3:Grgency Plan.

[ 6. The actions necessary on the part of participating i governmental agencies to fulfill their responsibilities during an emergency are discussed in Section 5.5 of the i Summer Station E=ergency Plan.

i 7. Communications available during an emergency, including 24-hour communications, are described in Section 7.5.2 of the Summer Station Emergency Plan.

8. Reco== ended protective actions for emergencies are discussed in Seccion 6.4 and Table 6-1 of P.he Summer j Station Emergency Plan.
9. In keeping with what Applicant currently understands to be the requirements in this area, a public alerting or

(/N warning system will be installed around the Su=mer Station within the ten mile emergency planning cone.

2 The system will consist of a network of acoustical devices (sirens) to warn the-general public. The system will be installed and operational pricr.to the commercial operation of the Summer Station.

Sections 4.0 and 5.0 of that Plan.

16. Applicant's correspondence regarding emergency planning matters with participating governmental agencies is quite voluminous. Applicant is assembling this corre-spondence and if Intervenor will contact Randolph R.

Mahan, he will arrange a mutually convenient time for Intervenor to review the same in Applicant's offices.

Intervenor may at that time mark items of which he desire copies and Applicant will provide copying service at a reasonable charge.

17. Messages to be conveyed to participating governmental agencies in the event of an emergency are discussed in the State of South Carolina operational Radiological 1 Emergency Response Plan, Annex C, Public Information

the Intervenor. The Summer Station Emergency Plan will have initial and follow-up messages proposed to be issued to State and local agencies as well as examples

23. Applicant's Corporate Comnunications personnel will edit and produce the information brochures for the general public. Technical input will derive from Applicant's in-house technical experts, i.e., personnel with degrees in nuclear engineering and health physics and experience in emergency planning. Upon final development of the public information brochures, Applicant will provide to Intervenor a listing of key personnel involved in that effort and a description of their educational and professional qualifications. In addition, planners from State and local agencies may also provide emergency planning information for the brochures. To the extent Applicant is able to identify which individuals are involved in supplying this input, Applicant will seek to supply a listing of those individuals along with their educational and professional qualifications.

Such a bibliography is net currently available.

Applicant notes further, for the record, that it ha.s provided Intervenor with a map of the area surrounding ihe plant site and showing the emergency planning zones. Inter-venor had informally requested such a map subsequent to the Third Prehearing Conference.

At our informal meeting on the afternoon before the prehearing conference, November 24, 1980, and again during th3 prehearing conference of November 25, 1980, you made raference to having received one or more letters of trans-mittal without referenced enclosures, apparently referring to lette;s from South Carolina Electric & Gas Company to the Nuclsar Regulatory Commission. As we indicated, we are not ware of any omitted enclosures, but if you will send me a

.-lict of the letters you refer to (indicating the addressee, person signing the letter, the heading, if any, the date, and tha description of the particular enclosure (s) you are micsing), we will be happy to provide copies. Perhaps I should cdd that merely indicating the sender, recipient, and date is not always sufficient for us to identify a letter since some-times more than one transmittal from the same sender to the came addressee goes out on the same date. Since you indicated you were unable to locate the financial information package cubmitted in September, 1979, Mr. Mahan is sending you a copy under separate cover.

If there are any other documents which you have requested or believe you were entitled to receive as a matter of course but did not, .please let us know promptly.
