N Related to Inservice Inspection of Pressure Containing Welds in Vessel Penetrations
Dear Sir:
Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document enticled, " Application for Amendment to Operating License", together with forty (40) copies of Attachment I and II thereto, comprising a statment of the proposed change to the Technical Specifications and the associated Safety Evaluation.
This application seeks tc amend Appendix A of the Operating Licens&.
The proposed change will correct a typographical error in Item 1.6 of Table 4.6-1 on page 159 of the Technice.1 Specifications.
The sub column "5 years" under the column ' Extent of Examination, % Inte.'<als" has the value 8, which is incorrect.
The correct entrf i; '0" (zero), as specified by Section XI of the 1970 ASME Code.
In accordance with Section XI of the 1970 edition of the ASME code, the visual exam required by Category E-2 shall i

Section IS-520.
Section IS-520 requires the hydrostatic test to be performed at or near the end of the inspection interval, which is 10 years.
The typographical error in the present Technical l
j Specifications referred to above would require a major hydro-static test every 5 years which would subject the plant to need-lessly high pressures.

. The Authority has classified this application for amendment to the operating license as Class II, consisting as it does of correction of a typographical error.
Enclosed is a check in the amount of $1,200 as the filing fee per 10CFR 170.22, which - the Authority pays under protest pending a final determination of the legality of the fee schedule.
