Application Amendment XSNM 1227
Dear Ms. Wright,
License No. XSNM 1227, issued Novembe.r 17, 1978, authorizes export of low enriched uranium fuel bundles for the Leibstadt Nuclear Power Station in Switzerland.
An amendment to that license is needed in order to add an intermediate consignee in Italy where fabricated rods will be received from our Wilmington, N.C. plant and assembled in to bundles for Leibstadt.
Accordingly,_please amend XSNM 1227 as follows:

Delete the item:
1 gram uranium-235 as detection instru-ments.
This is now covered by the general license in 10 CFR 110.22 (a).
In reveiwing this application for amendment of XSNM 1227, it may.
be significant to note the recent addition of the same intermediate consignee, F.N.,
to XR-104 by Amendment No. 3 issued October 24, 1980.
In view of that action, the Commission may wish to consider a finding of no material changed circumstance to facilitate issuance of this amendment.
