Dear Dr. Nilson:
The Exxon Nuclear Fuel Fabrication Plant has been identified by the Inter-national Atomic Energy Agency (IAEA) under Article 39(b) of the US/IAEA Safeguards Agreement for the application of IAEA safeguards.
Title 10 CFR Part 75 will be utilized to effect the implementation of this program.
Installation infomation of the type described in 375.11 should be precared on the enclosed IAEA Design Information Questionnaire (DIQ) Foms N-71 and N-73.
Fifteen copies of the completed forms are to be submitted to this office by March 31, 1981. Written instructions which provide guidance in the preparation of these forms have also been included with this letter.
A little over three years ago, you voluntarily prepared a similar doct. cent as part of an exercise which we were conducting with the IAEA. The DIQ foms have undergone extensive revisions since that time.
It will be necessary to update and modify the previously :ubmitted data to fit the current question-naire.
If desired, we will be willing to provide additional guidance and assistance in perfoming that task.
An initial inventory report and subsequent accounting reports are required by 575.32 and 575.33. The initial inventory report is to be submitted on DOE /NRC Fom 742, Material Balance Report. A separate form for each material l
type will be prepared by completing blocks 1, 2, 3, and 5, and lines 80, 81, and 82 of the fom. The infomation in the initial inventory report may be l
based on book values and will show the quantities of all nuclear naterial l
contained in or at your installation as of your initial inventory reporting date, February 28, 1981. This report must be dispatched to the Commission l
within twenty (20) days after the February 28 initial inventory reporting l
date.
Utili::ing the installation information provided under 175.11, the United States l
and the IAEA will negotiate a Facility Attachment for your facility. This j
document will spell out specific provisions of the IAEA program to be applied in your plant. To the extent indicated in 575.8(e), you will be provided an opportunity to participate in its preparation. We anticipate that the content 1

and structure of the Attachment will be similar to the model developed in our recent exercise. To the extent necessary, the provisions of the Agreement and the Facility Attachment will be implemented in your plant through the issuance of license conditions or other appropriate means.
As you know, we are obligated under the US/IAEA Safeguards Agreement to make nyery effort to complete the development of the IAEA program for your facility eithin ninety (90) days after its selection. With your continued cooperation, we hope to meet this commitment as efficiently and smoothly as possible.
