Dear Mr. Chairman:
I am enclosing herewith for the Commission's review a draft staff report on the matter of information provided by Metropolitan Edison employees to the State of Pennsylvania and the Nuclear Regulatory Commission on March 28, 1979.
From the review of the attached report and other available information, I would appreciate the Commission's views with regard to the following:
-- whether the NRC's regulations did in fact require reporting of information that was not provided to State and Federal agencies on March 28, 1979;
-- whether the failure of Metropolitan Edison employees to report certain information on March 28, 1979 constituted a violation of the Commission's regulations;
-- specific regulations that may have been violated; and,
-- the need for legislation to provide the Commission authority currently lacking with regard to requiring reporting of information.
I would of course welcome any other comments the Commission or individual Commissioners may have with regard to this matter.
