MIDLAND PLANT, UNITS 1 AND 2 We request that an Environmental Review Coordinator be assigned to the Midland project to act as the technical interface between Argonne National Lcboratory and other external agencies performing the environmental review, the NRC staff members performing the technical overview and the Licensing Project Manager, Darl Hood.
l The present date for DES issuance is November 1,1981. At the time of the TMI-2 accident, the DES for Midland was nearing completion at ANL and the present schadule for that DES reflect the review interruption following TMI-2.
The principal areas of additional effort or update needed to complete the DES are:
(i)
Class 9 accidents
.(ii)
Increased plant costs (from $1.67 billion to 3.2 billion):
-value-impact analysis and Dow intentions to purchase steam, need for power.
(iii) Cooling pond dike failure (iv) Archaeological Mitigation and Ecological Surveys for Right-of-Ways i
Amendments to the Environmental Report since the TMI-2 accident start with Revision 7, March 30, 1979. Revision 11 dated September 15, 1980 addressed revised construction schedule and construction costs. The issue of cooling pond dike failure has been accepted by the ASLB as part of the CP modifica-tion hearing on Midland soils settlement scheduled to begin in mid-June 1981. A report on archaeological mitigation _of right-of-ways and a report on terrestrial ecological survey for endangered species were forwarded by
