I t.:ve reviewed your monthly report for the Edgemont Cleanup Action Program (B-2217-0) for October,1980, and have the following comments 4

l which were discussed with Mr. Pete Jackson on December 3,1980:

1)

For all future reports, information is to be provided as listed on the attached project summary table in order to better indicate the status of properties passing or failing the NRC/ State program criteria as summarized on the flow diagram which should also be attached to the summary table.

2)

With respect to your discussion of turnover times on page 1 of your report, please elaborate upon our discussion of the determination of radon daughter ratios and " turnover time", as developed by l

Morken, and its applicability to the grab Working Level measurements being completed in Edgemont.

A report on this issue should be submitted for NRC review in your January 1,1981 monthly report.

This is an important consideration, which greatly affects your current grab WL measurement program, and it should be more fully developed and documented.

As required by the statement of work, and as we discussed, please provide written procedures which detail the instrumentation and measurement techniques for all of the radiological surveys being conducted, under Tasks C through H of your Form 189:

a)

Grab Working Level Measurements b)

Continuous Radon Sampling (i.e., Eberline System) c)

Gamma Radiation Surveys (both indoor and outside on open lands) d)

Soil Sampling e)

Gama Spectral Analysis of Soil Samples f)

Bore Hole Logging Technique Each of these procedures should include'a discussion, where applicable, of the calibration program, field checks, cross-checks, and all other aspects of a sound Quality-Assurance Program.

Preliminary drafts of all such programs, which are beir.g conducted pursuant to Tasks C through H of your Form 189, should be submitted for NRC revi'ew and approval in your January 1,1981 monthly report.
