Dear Mr. Denton:

Attached is Amendment No. 54 to the LaSalle County Station Unit 1 and 2 Final Safety Analysis Report.

This amendment transmits responses to sixteen (16) se cond round questions and voluntary. text and response revisions addressing some of the open issues which have been discussed previously with your Staff.

Also included as an attachment to this letter is a summary of the status of all open issues identified by your staff.

Three (3) signed originals and fifty-seven (57) copies of this amendment are submitted for your review and approval.

TMI Issues Appendix L of the LaSalle County Station FSAR which is submitted as a part of Amendment 54 to that FSAR addresses all licensing requirements for NTOL plants delineated in NUREG-0737.

The materials presented therein are complets and responsive to previous NRC Staff questions, with limited exception.

The exceptions include:

1.

Task II.B.2 Plant Shieloing The routes to vital areas and descriptions of shielding modifications made to date are now being documented and are e xpected to be submitted in Am. 55.

2.

Task II.K.3.27 Common Water Level Reference The LaSalle County response is being revised to provide for a common reference level.

The response in Am. 54 does not now make that commitment.

This revised response will be included in Am. 55.

3.

Task II.K.3.46 Michelson Concerns Although a preliminary evaluation of this item has been completed and the BWR Owners Group has responded with a generic submittal applicable to LaSalle County, further review is in progress and will be submitted at a later date.
