Enclosed for your review are materials related to the environmental reviea of LaSalle County Station Units 1 and 2.

A t t a cnmen t I is the proposed Environmental Te chnical Specifications (ETS's - nonradiological) for our LaSalle County Nuclear Generating Station Units 1 ano 2. Tnese Environmental Technical Specification witn limited ex ception incorporate monitcring requirements either imposed as conditions of the construction permit or as put forth in the NRC'; Final Environmental Statement (Reference 1) . The ex ceptions concern aquatic monitoring, the cooling lake monitoring program with respect to pathogens ( Attachment 2) and monitoring the revegetation of the Armstrong Run ( Attachment 3). A t t a chment 3 also contains the results of the three-year quantitative dike vegetation study.

l Tne rationale for the aquatic monitoring provisions is the ASLAa's Yellow Creek decision as reflected in the recently issued Sequoia ETS's in which reference alone to the NPOES monitoring and reporting requirements fulfill the NRC's requirements.

The rationale for the pathogen monitoring program are in clud ed in Atta chment 2. Since the program is underway, we would appreciate a response to the changes as soon as posslDie (within two months of the date of this letter).

The rationale for mocifying the mnnitoring requirements for revegetation of the Armstrong Run as stated in 6.3.4 of the LSCS-FES is contained in At ta cnment 3. As stated therein, a (,o O l 5
