Gentlemen:

Enclosed are twenty (20) copies of the ANO-1 Cycle 5 Reload Report for your review. On November 6, 1980, AP&L submitted the " Extended Burnup Lead Test Assembly Irradiation Program" (BAW-1626) that is referenced in the Cycle 5 Reload Report. Included in the report are proposed Technical Specification changes.

The analysis done in support of the Cycle 5 Reload Report includes the revisions necessary to prevent an overpower condition that could occur during an overcooling transient because of nuclear instrumen-tation errors. This inclusion will meet the requirements of your January 14, 1981 letter to us requesting infonnation on this subject.

AP&L agrees with the B&W conclusion that only two events are affected in operating 177 FA plants - small overcooling events, including a small steam line break, and a rod ejection accident.

B&W notified AP&L on January 20, 1981, that recent work involving RPS and ESFAS equipment accuracies (or measured errors) has indicated dis-crepancies between revised calculations of these accuracies and those.

currently used for the FSAR accident analysis. The revised calcula-tions are based upon confirmatory tests performed in accordance with IEEE 323-1971 and updated error combina: ion methodology to support data in BAW-10003. The impact of these revised calculations is un-known at this time until the plant specific analysis can be completed.

AP&L will notify the NRC concerning any revisions necessary to the FSAR accident analysis as they become known to us. It is estimated that any changes will be minor (with an expected equipment accuracy change of less -than 2-3%). Therefore, the attached Cycle 5 Reload

Report should be reviewed as it stands, and AP&L will submit any changes that are necessary from the above analysis when such analysis is complete.

It has been determined, by the criteria of 10 CFR 170, that this Tech-nical Specification change request is a Class IV complex issue change.

The appropriate fee of $12,300 is attached.

As mentioned in our October 31, 1980 submittal of the preliminary Cycle 5 Reload Report, the current outage is earlier than originally scheduled or analyzed for and has caused a delay in our final submittal. In accor-dance with our agreement on October 31, 1980, we have expedited issuance of the attached final Cycle 5 Reload Report and request your expeditious review. Per conversations with your Mr. Guy Vissing, a six (6) week turnaround should be possible. However, due to a schedule improvement in the current outage a March 10, 1981 date for initial criticality is planned. This will shorten the review time to five (5) weeks. We will work with you in resolving any concerns that may arise to help in your review.
