BWR Scram Discharge System

Dear Sir:

Sy letter, dated October 1,1980 [ Reference (b)], Vermont Yankee was requested to perform an evaluation which compared the installed scram discharge system design against the functional, safety, operational, design, and surveillance criteria developed by a Sub-Group of the BWR Owners Group.

Reference (b) further requested that we provide the NRC with the results of our evaluation including proposed modifications, if required, and a schedule for their implementation.

Based on the results of our evaluation, a review of other industry and NRC-generated documents [ References (d), (e), and (f)} and our perspective of other current issues, we feel that certain system modifications should be implemented to further enhance system availability and reliability. The major elements of our improvement program are summarized as follows:

1.

Installation of two, independent instrument volumes (IV) and associated instrumentation attached to the low point of each scram discharge volume (SDV).

2.

Installation of additional coolant boundary valves in the vent and drain line piping.

3.

Cross connection of vent lines upstream of the vent valves to provide redundancy without the addition of active components.

(This change was implemented during the 1980 refueling outage).

As documented in Reference (c), we will use the Owner's Sub-Group design and performance criteria as the basis for developing the required system modification detailed designs.

Unless our schedule is altered, by as yet unforeseen equipment delivery problens, we expect to have our long-term scram discharge system improvements program completed by the 1983 refueling outage.

We trust that this information adequately responds to Reference (b);
