Change to Response to I.E. Bulletin No. 80-17, Supplement 3, Item I

Dear Sir:

Reference (c) provided VYNPC's Response to Reference (b).

Since the time of this response additional plant modifications have been made that change the indications available to the control room operator. Because of these changes our response to Item 1 of reference (b) is revised to read as follows:

Response: Vermont Yankee Operating Procedures will be revised to require an immediate manual scram from low control rod drive air header pressure of 10 psig above the opening pressure of the scram outlet valve based on control room indication.

The above changes are made reluctantly at the insistence of the NRC. Vermont Yankee has installed Control Room Indication of both Scram Discharge Volume Water Level and Scram Pilot Air Header Pressure, With both these indications available to the operator, we feel that an immediate manual scram on low air pressure alone is unnecessary. Vermont Yankee believes that action based on diverse signals whenever practical is preferable to action based on a single indication. We sincerely hope that further review of this item is forthcoming and that your position will become more flexible.
