We have found it necessary to make minor revisions to package Drawing D-20354-6, i

Sheet 7 and enclose Revision 5.

i The revisions made are as follows:

1.

The outer drum lid is modified frem 14 gage minimu= to 16 gage minimum.

During inspection of existing packages, containers were found with 16 gage covers, as well as the specified 14 gage covers. Despite considerable effort, we have been unable to locate any source of 14 gage lids, either new or used.

U. S. Steel and several other manufacturers no longer manu-I facture the 14 gage lids. Reference to 49 CFR 173.24 shows that the nomi-nal thickness of 16 gage steel is 0.0598", while the minimum thickness for 14 gage is 0.0677", a difference of 0.0079".

A difference of 0.0144" occurs if a comparison is made of the minimum of both specified gages.

The inner steel cege of nine 0.375" thick circular plates, 1-3/4" X 0.250" stringers and 1" X 1" X 1/8" angle iron and bolted end closure plates give the main strength to the package and retention of the inner container in safe geometry under accident conditions.

The lid and rubber bumper do absorb and distribute some of the shock load of an end or corner drop.

Review of Figure 5 of Reference (4), " container with lid removed showing damage after free fall test" (30 ft. drop), indicates minimum deflection of the inner container end retaining bars (6" X 1" X 3/8").

This condition demonstrates minimum end load transfer through the 1-7/8" thick rubber to the drum lid.

Conclusion:==

The change in thickness of the drum lid will not affect the performance requiremente of the package under normal or hypothetical accident condi-tions.

2.

Ilinge pictorial of inner container has been changed to show existing cut-away in the three strap locations. All inner containers have always been as now shown.

3.

The optional 4" X 4" X 2' wood blocks banded to the bottom of the container have been removed.

Note 7 of Certificate No. 5086, Rev. 2 may now be removed.

Several minor clarifications in wording and weld symbols were also made, as noted on Drawing D-20354-6, Sheet 7, Rev. 5.

Reference 5 added a requirement for " drop forged lugs", which did not previously exist.

This subject was further addressed in References 6 and 7.

Since the original requirements did not specify the material condition, the container drop testing was satisfactorily performed with a Jocking ring lug that was not drop forged.

We believe, in the absence of compelling material / design data or analysis supporting this need, that this new requirement should be deleted.

Enclosed is our check for $350.00 covering a minor amendment.
