SUMMARY
OF HARTSVILLE COMMITTEE MEETING On November 14, 1980, I attended a meeting of the Hartsville Project Coordination Committee (HPCC). A list of attendees is enclosed. During the course of the meeting, I was able to get an impression of the working relationshfp of the HPCC and TVA.
In general, HPCC seems to be satisfied with TVA's performance in meeting its obligations under the Hartsville construction permit. TVA's local coordinator Mr. John McClellan has been able to work well with the HPCC in solving the problems associated with construction. The Committee, however, expressed dissatisfaction with the recent labor lay-offs which appear to impact the local workers more than those beyond the " impact area". TVA was asked to investigate this local employment reduction.
The HPCC is interested in an inter-connecting water system which would allow continued water service in the event of an accident. The Committee asked TVA to provide technical advice and financial support for this inter-connection.
Finally, the Committee discussed their concerns about setting up an emergency response system. They passed a resolution in January 1980, asking TVA to fund a national demonstration emergency response system. This project entails TVA's support in planning, developing, and demonstrating an effective system for the impact area. TVA would then be asked to implement the finalized plan in the five county impact area.
In discussions with the Committee members before and after the meeting, I explained that state and local emergency plans are reviewed and approved by FEMA. Also, I reiterated that if the HPCC wishes to make any claims regarding TVA's compliance with the CP, that the Office of Inspection and Enforcement is the appropriate NRC contact.
