This refers to the QA Pregram inspectica conducted by Mr. W. M. McNeill of this office on Octcber 27-30, 1980, of you, facility at San Diego, California, associ-ated with the manufacture and fabric 4 tion of nuclear fuel assemolies and to the discussions of cur findings with Mr. T. R. Colandrea and memcers of your staff at the conclusien of the inspection.

This inscection was made to confinn that, in the areas inspected, your QA Program is being effectively implemented.

The inspection effort is not designed to assure that unique quality rr:pirements imoosed by a custcmer are being implemented; nor to assure tnat a specific product, ccmponent or service provided by you to your custaners, is of acceptacle quality.

As you knew, the NRC recuires each of its licensees to assume full responsibility for the quality of specific products, canpcnents or seriices precured from others.

You should therefore not conclude. that the. NRC's inspection exempts you frcm inspections by an NRC licensee or his agents nor frcm taking effective cor-rective acticn in response to their findings.

Areas examined and our findings are discussed in the enclosed report.

Within these areas, the. inspection censisted of an examinaticn of p: ecedures and representative records, inter /iews with perscnnel, and cosertations by the inspector.

Within the sccce of this inspection, we fcund no instance wnere you failed to meet NRC requirements.
