Dear Mr. Fiorelli:

INSPECTION REPORT NO. 50-483/80-28 This is in response to your letter of December 12, 1980 reporting the results of an inspection at Union Electric Company's Callaway Plant Site on November 17-28, 1980 and as detailed in inspection report number 50-483/80-28.

None of the material in the inspection report or in this response is considered proprietary by Union Electric Company.

The following is in response to the item in Appendix A, Notice of Violation, of the inspection report.

Severity Level VI Violation (483/80-28-01) 10 CFR 50, Appendix B, Criterion III and SNUPPS PSAR paragraph 17.1.3 states: " Design control measures.........be applied.........to the delineation of acceptance criteria for inspections........." contrary to the above, Bechtel field Engineering in memo dated November ll, 1980, concerning Nonconformance Report 2 SN-2481-E, provided acceptance criteria for inspections that was not in accordance with electrical cable manufacturers instructions.

CORRECTIVE ACTION TAKEN AND THE RESULTS ACHIEVED Bechtel reviewed the cable bend in question on Nonconformance Report 2 SN-2481-C with the cable vendor (Anaconda-Ericcson Inc.) and received 8101270Q g

) Mr. Gaston Florelli January 6, 1981 their approval to allow a bending radius of 14 inches in lieu of the 14.88 inches for this specific case. NCR 2 SN-2481-E has been dis-j positioned "use-as-is" based on this approval.

The Bechtel site liaison electrical engineer has reviewed other NCRs which concern minimum j bend radius and found no other instances in which DIC was directed to measure the bend radius using the cable centerline. The constructor, Daniel International Corp. (DIC), has confirmed that cable bending radii are normally measured to j -the inside edge of the bend.

CORRECTIVE ACTION TO BE TAKEN TO AVOID FURTHER l NONCOMPLIANCE

Bechtel Drawing E-01013 paragraph 5.3.4 is to be revised and issued by January 30, 1981 to add this sentence: "The minimum bend radius shall be measured from the inside edge of the cable bend."

DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED As previously indicated, DIC is presently using the inside edge to measure the minimum cable bending radius. The revised Bechtel drawing is to be issued by January 30, 1981.
