Cantrell of your office of a Potentially Reportable Defi-ciency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. This deficiency concerns nonconformances in the installa-ti.on of pipe hangers.

This matter was identified in an NRC job-site visit, desig-nated 50-416/80-08. The investigation into this problem is not yet complete. However, a determination has been made that existing conditions meet the reportability criteria of 10CFR50.55(e).

The reinspection of all previously accepted and accessible pipe hangers is continuing. Currently 1,685 langers out of a total of approximately 2039 have been reinspected. It is currently antici-pated that the reinspection work will be complete by March 15, 1981, evaluations performed and a final report submitted by August 20, 1981.

The constructor has issued Management Corrective Action Request (MCAR) #66 which will track this condition. Additional details of our corrective measures will be summarized in this MCAR and are available for your review at Grand Gulf Nuclear Station construc-tion site.

Description of the Deficiency On March 19, 1980, Mississippi Power & Light Company notified Mr. F. Cantrell of your office of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS)-

construction site. This deficiency concerns nonconformances in the installation of pipe hangers, II.

Analysis of Safety Implications An undersized fillet veld has been determined in at least one case, pipe support Q1B21G022 R17, for Main Steam Relief Valve Line #4.

Failure of this support could conceivably cause failure of the MSRV line #4, which is an Automatic Depressuriza-tion Line. Considering this additional design characteristic, failure of the MSRV line could also cause damage to other safety related equipment in the drywell through pipe-whip and missile hazard.

This condition has been determined to meer the reportability criteria of 10CFR50.55(e).

III. Approach to Resolution of the Problem and Status of the Proposed Resolution An inspection program has been initiated by the constructor to conduct and reinspect all previously accepted and accessible pipe hangers.

The total number of hangers identified for reinspection is 2039.

Of these, 1685 have already been reinspected.

Forty-two have been reinspected, reworked and documented by new WP&IR's. All hangers found to be inaccessible will be documented as they are identified. Documentation will be forwarded to Project Engi-neering for review and resolution.

As the majority of these nonconformances are attributed to the failure cf Construction to follow installation instructions and proper inspection procedures, the constructor has conducted training sessions for responsible Quality Control and Field Engineering personnel.

Furthermore, the constructor has re-vised his Quality Control Instructions, QCI #0715T, Rev. O, which address in part, hanger inspection activities.

IV.

Reasons Why A Final Report Will Be Delayed Inspection activities have not been completed.
