Meteorological Measurement System (Fi1e: 1510.4, 2-1510.4)

Gentlemen:

Attached for your review is a copy of an analytical approach to detemine the site-specific meteorological characteristics at Arkansas Nuclear One.

This aporoach was formulated by Dames & Moore, a consultant for Arkansas Power & Light, as the first in a series of tasks to assist us in the implementation of NUREG 0654 Appendix 2.

Appendix 2 of NUREG 0654 references Revision 1 to Regulatory Guide 1.23 for acceptance criteria for meteorological measurement systems.

Reg.

Guide 1.23 states the following:

"A particular site may warrant use of special meteorological instrumentation, data analysis techniques, or field studies.

Proposed activities of this nature and the rationale for performing them should be discussed with the NRC staff prior to installation of special meteorological instrumentation or perfonnance of special studies."

In conversations on January 12, 1981 between our Mr. Allen Smith and Mr.

Dale James and.NRC's Mr. Earl Markee and Mr. Robert Martin, it was recommended to us that to obtain NRC's input on our proposed approach, we should submit the attached material to the NRC for their review.

We therefore request NRC's review of the attached to determine its adequacy.

o Mr. Robert A. Clark 2-January 13, 1981 A few clarifications seem appropriate.

The " anomalous" periods mentioned in section 2.2.1.3 of the attached refer to periods when a CIBL exists between the tower measurement levels. We have also asked Dames & Moore to compare the stability classes predicted by the upper and lower ce with AT predictions during periods of " normal" onshore and offshore flow.

Also, because the lower sensor is expected generally to lie in the land boundary layer at all times, the correlation of as at the lower level with wind direction it will be de-emphasized.

In order to include our class A model description with our April 1 submittal of Emergency Plan implementing procedures, we request that you provide your comments to us by phone or by letter, no later than January 26, 1981.
