Docket No. 99900524/80-02 NOTICE OF VIOLATION Based on the results of an NRC inspection conducted en October 20-23, 1980, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
10 CFR Part 21 requires that (1) Section 206 of the Energy Reorganization Act of 1974, and the Regulations and procedures in their entirity; or (2) an abbreviated notice containing Section 206 and describing the content and location of the Regulations and procedures, and the name of the individual to wnce reports may be made, must be posted in a conspicuous position wherever safety related activities are being conducted.
G&H developed procedure OPD-1 Reporting Safety-Related Defects and Non-compliances pursuant to 10 CFR Part 21 to implement the requirements of Part 21. In accordance with Section 5.2 of procedure OPD-1, the following information is required to be posted in total in any office building and flocr where safety related activities are in progress on G&H domestic nuclear projects:
a.
" Copy or Section 206 of the Energy Reorganization Act of 1974."
b.
" Copy of 10 CFR 21."
c.
" Notice referring to this document (OPD-1) as detailing reporting criteria and procedures and stating the name of the individual to whom reports may be made, and where such reports may be examined."
Contrary to the above, neither a copy of Section 206 and the Regulations and procedures in their entirity, nor an abbreviated notice containing Section 206 and describing the content and location of the Regulations and procedures, and the name of the individual to whom reports Eay be made, were posted in the Gibbs and Hill facilities examined during this inspection even though safety related engineering, management, and support activities were being conducted.
