3 iV 7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NOS. 50-237 AND 50-249 COMMONWEALTH EDISON COMPANY NOTICE OF ISSUANCE OF AMENDMENTS AND GRANTING 0F REllEF FROM ASME SECTION XI - INSERVICE INSPECTION REQUIREMENTS The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 54 to Provisional Operating License No. DPR-19 and Amendment No. 47 to Facility Operating License No. DPR-25, issued to Comonwealth Edison Co@any, which revised the Technical Specifications for operation of the Dresden Nuclear Power Station, Ureit Nos. 2 and 3, respectively, located in Grun4y County, Illinois. The amendments are effective as of the date of issuance.

The amendments revise the Technical Specifications to replace the existing inservice inspection requirements with an inservice inspection program that meets the requirements of 10 CFR 50.55a(g).

By letter dated December 31, 1980, as supported by the related Safety Evaluation, the Comission has also granted relief from certain requirements to the ASME Code,Section XI, " Rules for Inservice Inspection of Nucl,r Power Plant Co@onents" to the licensee. The relief relates to the inservice inspection program for Dresden Station Unit Nos. 2 and 3.

The ASME Code requirements are incorporated by reference into the Comission's rules and regulations in 10 CFR Part 50.

The relief is effective as of its date of issuance.

The application for anendments and requests for relief comply with the standards and requirnents of the Atomic Energy Act of 1954, as amended

's made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments and letter and Safety Evaluation granting relief. Prior public notice of these amendments was not required since the amendments do not involve a significant hazards consideration.

The Commission has determined that the issuance of these amendments and granting of the relief will not result in any significant environmental l

impact and that pursuant to 10 CFR Section 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of these actions.

to Provisional Operating License No. DPR-19 and Amendmeat No. 47 to Facility Operating License No. DPR-25, including the Commission's letter of transmittal dated December 31,1984 and (3) the Commission's related Safety Evaluation.
