NOTIFICATI0ft 0F NONCOMPLIAflCE WITH EFFLUENT LIMITATI0ftS - NPDES PERMIT N0. TN0026450 - SEQUOYAH NUCLEAR PLANT Description of the discharge--Discharge No. 002 - Sewage treatment plant effluent.

Samples collected on December 11,15,18,19, and 23,1980, contained 2.8, 4.0, 4.0, 4.0, and 2.3 mg/1, respectively, of total residual chlorine, each exceeding the maximum permit limitation of 2.0 mg/1.

Cause and period of the noncompliance--A new sewage treatment plant operator began operating the plant on December 5,1980, and was inexperienced with varying strengths of connercial sodium hypochlorite solutions which cause differences in chlorination and nonuniform chlorine residuals.

Also, the new operator was inadvertently not instructed to report chlorine residual violations innediately and thus, these violations were not reported within the required five-day period but were found when the monthly operating report was reviewed.

Steps taken to reduce, eliminate, and prevent recurrence of the noncomplying discharge--As the new operator gains experience, the chlorine residual will be maintained at uniform levels within the permit limitations.

The operator has been instructed to report any future violations promptly so the five-day reporting requirement can be met.
