17 801206 F 0 A/il NA 80-040/3L RB CRDRVE During steady-state 100% power opera-tions, CEA #31 dropped to zero steps from 180 steps. This resulted in operations, per spec ~s., at a reduced power level of 70%. There were no component failures found. The C.E.A.

was realigned at 180 steps and 100% ,

power operation was resumed. It is unknown why the CEA dropped, previous history and performance since has been normal.

Summary: The unit operated at or near 100% of rated thermal power throughout the reporting period except for the power reduction on the 6th.

It is not anticipated that Cycle 5 opwations will require Technical Specification changes-or c'cher License amendments.

5. Scheduled date(s) for submitting licensing action.and supporting information:

Licensing documentation will be provided a minimum of 90 days prior to start-up of Cycle 5 or as documented in the R.A. Clark letter to W.G. Counsil, dated 10/6/80, authorizing Cycle 4 operation.

6. Important licensing considerations associated'with refueling, e.g., new or different fuel design or supplier, unreviewed design or performance analysis methods, significant changes in fuel design, new operating procedures:
