The Commission by a three to two 20 vote with Commissioners Gilinsky and Bradford approving in part 21 and disapproving in part approved the memorandum and order, whichl 22 indicates that 10 CFR 50.44 will not be waived in this proceeding 23 and post-accident hydrogen gas control should be an issue.
